All's Quiet (Only) On the Front
Perhaps you have heard of the proverbial duck that sits peacefully on the surface of the water even in the flood – but under the surface, he is paddling furiously. Right now, we are that duck.

A couple of months ago we alerted you to the possibility –nay, the likelihood – that the Convention on the Rights of Persons with Disabilities (CRPD) would return to the Senate Foreign Relations Committee within weeks. Proponents were committed to seeing it not only reintroduced in the committee, but adopted by the full Senate, before the July 26 anniversary of the signing of the Americans with Disabilities Act.

But the CRPD has yet to arrive. July 26 is poised to come and go with nothing more than an editorial by Secretary of State Kerry using the same tired (and false) arguments that we heard in the Senate last year. Proponents remain vocal, but there is no action on Capitol Hill.

Things remain quiet on the surface. So it looks like we have gotten a rest.

The truth, however, is quite the opposite. This calm has cost lots of hard work by ParentalRights.org and our allies; we have been “paddling frantically below the surface,” and we are slowly turning the tide on this issue.

You may recall that last year the treaty was aggressively pushed upon our nation with very short notice. Proponents of the treaty had already enlisted hundreds of organizations to support them, and they had scripted a massive misinformation campaign with Senate leaders in the key speaking roles. We had one constitutional scholar, several concerned pro-family allies, and the truth. By a miracle, (and due in large part to your valiant efforts through phone calls, letters, and talking with others) the treaty fell 5 votes short of ratification back in December.

This year, things are different. Yes, they have Secretary Kerry’s editorial. They still have Senate leaders and their same scripted fiction.

But we have a powerful speech from Senator Orrin Hatch in the Senate last week. (Read it here!) And former Senator John Kyl recently wrote a Foreign Affairs article decrying the threats of this treaty, too. (More on that here.) The scholarship is finally coming out, and it is on our side.

No wonder proponents haven’t even gotten a hearing yet. While many senators still support the treaty, they don’t want to face another defeat. Some will hesitate to bring it back until they know they have the votes to pass it.

Meanwhile, we and our allies are shining a light on the treaty – educating senators, their staffs, organizations, and private citizens about the dangers to American sovereignty and parental rights. And the longer we can delay CRPD’s arrival in the Senate, the more we are able to accomplish toward preventing it altogether.

That is not to say we won’t see it come up again. As intent as its proponents and Senate champions are, we must expect that it will be back this year. And they could still muster the votes they need to win. But with August recess approaching, it is unlikely we will see it in the Senate before September.

That said, we need your help. While there is nothing exciting about watching a duck float (so to speak), we are using a lot of energy and resources to preserve this “golden silence” in the Senate. We must make this August recess an opportunity to recharge so that we can be ready to defeat the CRPD when the silence is broken.

Action Items
1. Gather friends and family and plan a day to visit your senators in their district offices while they are in the state this August. Call their district office today and line up an appointment. Tell them you will bring a small group and ask for 10-15 minutes to talk with your senator about parental rights.

2. Help us recharge financially by making a generous donation today. This silence doesn't mean we are "coasting." We have been using a lot of resources to defeat the CRPD, and we need your support just as much now as we did in the noise of last December’s vote. Only with your help can we continue the effort to keep this treaty from becoming American law.

3. Help us shine the light. Whenever you can, tell friends and family about the dangers of this treaty. Send them to read Senator Hatch’s powerful speech, or link them to parentalrights.org/crpd. The more people learn the truth, the less likely it becomes that America will ever ratify the CRPD.

For the people of Haiti , on 
12 TV StationsShips and planes lining up with food, water, tents clothes, bedding, doctors and medical supplies.

Now Just Imagine if 
Our own *
GOVERNMENT*
Gave 'US' the same support they give to foreign countries.

Sad, isn't it?
99% of people won't have the 'chutzpah' to forward this.

Do We NEED the Parental Rights Amendment?

One of the recurring criticisms we hear most often is that we don’t need the Parental Rights Amendment (PRA). The reasons people give vary widely, from “the government isn’t really going to trample on parental rights,” to “the government won’t pay any attention to it if we pass it anyway.” But a quick look around should suffice to prove that the need is in fact very great.

In April a Sacramento couple had their 5-month-old son taken away by “child protection workers” because they removed the boy from one hospital to get a second opinion at another. The parents remained under court-ordered supervision from case workers for weeks afterward simply because they dared to demand the best medical care for their child.

In June the federal government and the courts made “Plan B,” or the “morning after pill,” available to girls of any age without medical or parental consent. This leaves little girls potentially without the protection and wisdom their parents can provide in a time of crisis.

In 2012 the Supreme Court refused to consider the violation of a couple’s Fourth Amendment rights which arose when deputies and case workers invaded the home and conducted an illegal search at the threat of removing the couple’s children from their care. The Ninth Circuit held that threatening to take your children away does not constitute coercion vis-à-vis your freedom from unwarranted searches.

This year California and Oregon were among the states that passed laws making it harder for parents to decide for themselves whether or not to administer vaccines to their child.

Meanwhile, we undertook efforts in several states to adopt parental rights statutes in state law. Why? Because the courts can no longer seem to agree on the current status of parental rights under the law. Judges rule on a case-by-case basis, protecting the rights of some parents while disregarding the rights of others.

In short, the fact that parental rights are being trampled in America today is undeniable. And the best way – perhaps the only way – to stop this trend is the proposed Parental Rights Amendment to the U.S. Constitution.

The PRA as proposed contains 5 brief, clear sections. Section One establishes that “the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right.” Section Two further defines the education aspect of this liberty. Section Three requires that parental rights cases be decided by strict judicial scrutiny – the same legal standard applied to all other fundamental rights cases. Section Four states that the PRA does not apply to end-of-life cases one way or another; current law on these matters will continue untouched by the PRA. Section Five protects parental rights from sources of international law as well.

Action Items
1. Please forward this email to your friends and loved ones who may be wondering why a Parental Rights Amendment would ever be necessary. Hopefully they will see why we are so concerned and they will visit our website to sign the petition and stand with us.

2. If your Congressman is already a cosponsor of HJRes 50 (see the list here), please take a moment to send them a “thank you” email. (No calls, please.) You might say something like this in your own words:

Thank you for showing your support for parental rights by cosponsoring HJRes 50, the Parental Rights Amendment. With so many examples in the news of everyone from doctors to courts to legislatures to public schools riding roughshod over our rights to raise our children according to our own convictions, it is encouraging to know that you have taken a stand to defend us.

To find their contact info, click on your state at ParentalRights.org/states, then click the link to the website of your congressman.

3. Just hang on. Things may seem quiet now, and we plan next week to explain to you a little bit why that is. But things will not stay quiet much longer. The threat of the CRPD still looms, while the PRA is making steady progress in the U.S. House. Please continue to support us and stay informed. We count on you to continue to stand with us as we work together to protect your parental rights.

Disability Treaty to be Resurrected
On Sunday The Hill reported that the UN Convention on the Rights of Persons with Disabilities (CRPD) will be resurrected. Whether the Senate Foreign Relations Committee holds hearings next week, later in July, or sometime in September, we believe The Hill is correct about this. Since we do not know the time frame, though, we need to be prepared right now.

Your calls to senators after we heard that the Senate Foreign Relations Committee was planning a June 4 hearing on the treaty resulted in the hearing being postponed. The longer the treaty is delayed, the more we are able to expose the dangers it poses to parental rights, educational freedom, and our nation’s sovereignty. This treaty would restrict the ability of the U.S. to adopt policies that protect people with disabilities because it surrenders this power to unaccountable (and many times corrupt) bureaucrats at the United Nations. (One egregious example of UN corruption involves a recent attempt to honor accused tyrant Robert Mugabe as a ‘leader for tourism’.)

Action Items

The U.S. Senate is on recess this week in honor of Independence Day. We urge you to take your friends and family and visit your senators at their district offices. Please also call their Washington, D.C. offices and give them this simple message:

“I urge you to oppose the UN Convention on the Rights of Persons with Disabilities. This treaty surrenders U.S. sovereignty to unelected UN bureaucrats and will threaten parental care of children with disabilities. Our nation already has laws to protect Americans with disabilities. This treaty is unnecessary and will hurt families by giving bureaucrats,
not the child’s parents, the power to decide what is in the best interests of a child with disabilities.”

Call the U.S. Capitol Switchboard at 202-224-3121. To find the specific phone numbers, webpages, or other contact information for your two U.S. senators visit ParentalRights.org/States and select your state (on the map or in the sidebar). To find out more about the CRPD or print out materials for your visit with your senators, please visit ParentalRights.org/CRPD.

It is likely that the staff who answer the phones or who meet with you will tell you that they haven’t heard about the treaty coming back. Politely tell them that while you know there is no scheduled hearing date, you want to make sure that if and when the treaty is brought back your senators know that citizens across this nation staunchly oppose ceding any authority to the United Nations.

Finally, use any or all of the online contact methods mentioned in yesterday's newsletter to contact your senators or to urge your friends to stand with us in opposing this dangerous treaty.

Thank you for joining us in this battle to protect our children and our children’s future. You defeated this treaty last year. You’ve delayed it so far this year. Standing together, we can defeat this treaty once again.
